Why is Governor Adams Oshiomole's billboard on a private project? Is he a shareholder in Shoprite Edo

On Wednesday 13th November 2013, Governor Adams Oshiomhole laid the foundation stone of $45 million shoprite shopping mall in Edo State. Just few days after the event, there are billboards all over the state thanking the governor for bringing Shoprite to Edo State. It's really funny to have the
governor's billboard on a private project. Shoprite has already been existing in Nigeria for long and no one put up a billboard to thank Fashola for bringing it to Lagos State, nobody did the same for Enugu, Port Harcourt, Abuja, Ibadan etc but it's only in Edo state you have government officials brainwash Edolites, making them think that a shopping mall being built by a foreign company is a state government project and that he should be thanked for it.

The shopping mall is a very welcome development in the state but ordinarily, one would have expected to see a billboard displaying a photo of the proposed development and other project details in it, not the face of the governor and a 'thank you' message directed to him. Maybe Nigerians should have a billboard of former president Olusegun Obasanjo in every state for giving Nigerians MTN/Airtel/Glo and Etisalat. Na wa for Naijarians oh!
